You should never buy or hire a nebuliser unless your doctor has specifically told you that you need to use one.

If your doctor has recommended you have a nebuliser, this will be exempt from VAT. Ask your supplier how you can claim VAT at zero rate. You may need to fill out a form from the manufacturer or get a letter from your Doctor. If the nebuliser is ordered from the GP surgery they will not be usually be exempt from VAT.
